I have a question if this illegal and if I have a case

I have been in the shelter for almost a year now. In order to get out of it, you have to be found eligible in the system. They have not tried to do anything for my case. They just deemed it ineligible without communication and checking themselves. I’ve sent in everything they asked me. I have done multiple fair hearings. They placed my case on hold and acted like the case was never there. Which cause a Compliance complaint against them from fair hearing court. I have a put a second compliance complaint against them. The first time was in January, it is now July. Now that I have two options of housing outside the shelter, they won’t generate a voucher to give to these places. I was already depressed, but this is going to make me go on depression meds. I have a baby to worry for. Finally have options of housing, DHS denies the one document that I need. They won’t cooperate with fair hearings, with the shelter, with me, and threw my case to the side. I need help please.

I had a case manager change on me because Path wasn’t doing anything. She told me she can’t help me if I’m not found eligible. But got upset I was frustrated because everyone told me to keep speaking to my case manager. I have a new one, and didnt even know there was a housing specialist until my new manager. They tried to attempt to help me, but it’s ultimately up to PATH (DHS) . & Path themselves said they won’t help. ****y case is on hold and just that. And didn’t look at my case for several months!

Having no communication and feeling stuck. It’s like they didn’t want me to live anywhere else out the shelter. I feel like it’s sabotage. I feel like they don’t care how much of a mental toll this is taking on me. I’m going to lose my mind. And the infestation of roaches in this place is even more horrific. The amount of invasions of privacy of people walking in on me half naked/naked at this facility. I don’t feel like anyone is here to help me .
