My landlord just sent me a walkthrough checklist that i filled out and turned in when I first moved in four years ago and is now saying I need to fill out this new one and turn it in cause they said they don't have one in file other wise I won't get my deposit back when I move out. Is this legal?

One more thing so I had gotten notice saying that I was gonna have a rent increase and they gave me the date to when that was gonna happen and that every 90 days my rent was gonna increase by $*-* every 90 days until it reached said amount come that date the rent didn't increase until the following month but when it did increase it was increased by $* which is $ * more then they said in the notice and rent continued to increase at high amounts then they had originally promised
